The Service Availability and Readiness Assessment (SARA) provides essential information on service delivery by evaluating service readiness and capacity at district and health facility levels; assessing the equitable and appropriate distribution of services and resources; and providing the health sector with skills and tools for monitoring service and resource availability on a regular basis.

The SARA provides essential information on the status of the health system in terms of service accessibility (for example, density of health facilities and beds, the availability of core health workers, service utilization), and the readiness of facilities to provide an adequate level of service (for example, availability of trained staff, diagnostics, equipment and medicines), for both general health services and specific key health interventions (for example, maternal and newborn health, HIV/AIDS, tuberculosis [TB], and malaria diagnosis and treatment).
